Washington Township, Martinsville advertise 2021 budgets | MDT – Times-Mail

MORGAN COUNTY — As the 2021 budget cycle hits the home stretch, many taxing units have already held public hearings for their respective budgets.

Recently, both Washington Township and the city of Martinsville advertised the budgets for the two units of government.

Washington Township

In 2019, the Washington Township board failed to approve a budget for 2020, which meant the township was forced to use the same budget that board members approved the previous year.

According to Indiana Gateway, a website that taxing units use to advertise their budgets, the township’s 2021 budget has been advertised at $1,314,406 — a 28-percent increase over the 2019 budget of $1,021,856.

The 2021 budget is divided between four separate funds.

The two funds seeing the biggest changes are the township’s Fire and Cumulative Fire (township) funds.

For 2019, the Fire fund was budgeted for $734,250 with the proposed 2021 budget showing $1,124,000 for that fund — an increase of $389,750, or 53 percent.

The Cumulative Fire (Township) fund, however, shows a significant decrease from $114,000 in 2019 to an advertised $10,000 for 2021 — a reduction of $104,000, or 91 percent.

The township’s General fund has been advertised at $102,686 for 2021, compared to $97,386 for 2019.

The Township Assistance fund has also seen a slight increase between the two budgets, from $76,220 in 2019 to $77,720 for 2021.

The township will hold a public hearing at 6 p.m. on Wednesday, Oct. 7, at the Morgan County Administration Building, 180 S. Main St., Martinsville.

An adoption meeting has been scheduled for 6 p.m. on Wednesday Oct. 28, at the Morgan County Administration Building.


The city of Martinsville has also advertised a $15,179,142 budget for 2021, up nearly 8 percent from the $14,064,013 in the 2020 budget.

The fund that has been advertised with the most amount of money is the General fund at $8,665,051 for 2021 — up 13 percent from the $7,665,857 advertised in the 2020 budget.

Next year’s Motor Vehicle Highway Fund has been advertised for $1,698,507 — a decrease of 1.56 percent compared to $1,725,700 for 2020.

The Public Safety Local Option Income Tax fund has been set at $971,450 for 2021, up 6 percent compared to $915,045 for 2020.

The Park fund has been given the same budget for 2021 as it was given in 2020 at $645,168.

  • Cumulative Capital Improvement — $28,132
  • Capital Improvement Bond — $216,476
  • Cumulative Capital Development — $196,550
  • Economic Development Income Tax — $592,224
  • Planning and Zoning — $29,025
  • Food and Beverage — $189,000
  • Unsafe Building — $32,200
  • LETF — $15,000
  • Judicial Salary — $5,081

There will be a public hearing at 7 p.m. on Monday, Sept. 28, at Martinsville City Hall, 59 S. Jefferson St., on the 2021 budget.

An adoption meeting will then take place on Tuesday, Oct. 13, in council chambers at Martinsville City Hall.
