Jackson County approves 2021 budgets for health department, Friend of the Court – MLive.com

JACKSON COUNTY, MI – The Jackson County Board of Commissioners approved two budgets at its regular meeting Tuesday, Sept. 15.

The 2021 budgets for Friend of the Court and the Jackson County Health Department were approved 7-2 during the virtual meeting. District 7 Commissioner Daniel Mahoney and District 8 Commissioner Darius Williams voted no.

The state of Michigan mandates budget approval in September for those departments because the fiscal year starts Oct. 1 for the departments.

The health department’s budget for the 2021 fiscal year had a reduction of $112,000, while the Friend of the Court increased by $90,000, County Administrator Mike Overton said. That brings the total budget for the health department to $7.5 million, and nearly $4.1 million for the Friend of the Court, documents show.

The health department’s reduction is a small fraction of the budget, Overton said.

Most of the 2021 budget reduction for the health department will not dramatically impact its services, Director of Finance Cecilia Anderson said during the meeting. Wages and benefits will be reduced for some employees.

A few hours of service for the sexually transmitted disease and immunizations clinics will be reduced, along with the emergency preparedness department, Anderson said.

Also during the 34-minute meeting, the health department’s 2020 budget was increased by $749,362 through grants and changes in cost estimates, documents show. Most of the money comes from state and federal grants for the COVID-19 response.

The change to the 2020 budget was approved unanimously.

The county is preparing for a total budget shortage of $2.7 million in 2021, officials said previously.

The county participated in a work share program that saved between $300,000 to $400,000 from a reduction in employee hours. Around $200,000 also was saved in May when the equivalent of 80 full-time employees were furloughed.
